What platform and operating system version are you on? Did you have these problems with 2.1.0 or any previous 2.x series?
When you say "contraption inaccessible" do you mean the scroll bars aren't getting displayed?

Scroll bars not visible - First time I can recall having this problem. I haven't managed to duplicate it now, but have a screenshot. Will send.

I have seen this happen occasionally. It usually goes away when you click on the scroll bar or move another contraption. In this case I haven't been able to reproduce the problem with the file you sent, but I have a similar bug in the bug list (which I also haven't been able to reproduce).
